Health care in Panama for retirees
Panama has two public networks, the Ministry of Health and the Social Security Fund (CSS), which foreign residents can join voluntarily. Two private hospitals in Panama City hold Joint Commission International accreditation.
Retirees get legal discounts on medicines, consultations and hospital bills, and 9-1-1 is free from any phone.
The public system: MINSA and the CSS
Public care runs through two networks: the Ministry of Health (MINSA) and the Social Security Fund (Caja de Seguro Social, CSS). The CSS covers people who pay contributions into it. Anyone who is not required to join the mandatory scheme may enrol voluntarily, and the CSS runs a specific track for foreign nationals.
Joining the CSS as a foreign resident
The CSS lists three requirements for foreign voluntary members, and since July 2025 sets the contribution as a share of the income you declare. You apply online at tramites.css.gob.pa or at a CSS office.
- A sworn statement showing a monthly income base of at least US$500
- Proof of your address or residence in Panama
- A medical examination by CSS doctors, which foreign applicants pay in full
- Contribution: 17.86% of declared income for pensions and health care, or 8.50% for health and maternity only
Accredited hospitals
Only two hospitals in Panama hold Joint Commission International (JCI) accreditation, both in Panama City: Pacífica Salud Hospital Punta Pacífica and Clínica Hospital San Fernando. Both also appear as certified for primary stroke care in JCI’s public directory, checked on October 26, 2026. No hospital in Chiriquí, Coclé, Azuero or Bocas del Toro is JCI accredited.
Hospitals outside the capital
Outside Panama City the largest hospitals are public. Private options in the interior are fewer: Hospital Chiriquí in David, and in Coronado a San Fernando outpatient clinic that opens Monday to Saturday from 8 a.m. to 4 p.m., so it is not a 24-hour emergency room. Each of our place guides lists the clinics and the reference hospital for that town.
- David: Rafael Hernández regional hospital (CSS) and José Domingo De Obaldía hospital
- Penonomé: Aquilino Tejeira hospital
- Azuero: Cecilio A. Castillero, Anita Moreno and Joaquín P. Franco hospitals
- Bocas del Toro: Raúl Dávila Mena regional hospital
Private health insurance
Health insurance in Panama is regulated by the Superintendency of Insurance and Reinsurance, which publishes the list of insurers licensed to operate in the country, including subsidiaries of international groups. Before you keep or buy a policy, check that the insurer is on that list and read its age and renewal terms: the law sets no maximum age, so each policy sets its own. Insurers that cover illness must also pass the legal retiree discounts on to you through your premium.
Retiree discounts on health care
The retiree benefits law applies to Panamanians and foreign residents aged 57 or older (women) or 62 or older (men), and to all retirees and pensioners. You claim a discount by showing your cédula, if you meet the age, or your retiree or pensioner card. Panama has no official consolidated text of the law, so these rates are those written in the amending laws; we confirm them before you rely on them.

Emergencies: call 9-1-1
In an emergency anywhere in Panama, call 9-1-1. It is the single national number for police, medical and mental health emergencies, fire and rescue, and calls are free from any landline or mobile phone, even one with no credit. The system coordinates the CSS, the Ministry of Health, the National Police, the Fire Department, civil protection and the Red Cross; ambulances and pre-hospital care are run by SUME.
